See if this applies:
1. Press Windows Key + R and then type "gpedit.msc". Press "Enter" and click "OK".
2. From the Computer Configuration tree, expand the Administrative Templates and then expand Windows Components.
3. Click Windows Defender.
4. You will see a list of settings. Make sure that "Turn off Windows Defender" is set to "Disabled" and click "Ok".
